Dr. Richard L. Judd is President Emeritus of Central Connecticut State University and Professor of Emergency Medical Sciences. His Ph.D. was awarded by the University of Connecticut and his dissertation studied constitutional issues and higher education. His areas of teaching were in emergency medicine and parliamentary law. He continues to lecture at colleges and universities on these subjects in the U.S. and abroad. He holds honorary degrees from Briarwood College (CT), Doctor of Laws; Kyung Hee University (Korea), Doctor of Medicine; and Eastern Mediterranean University, Doctor of International Relations (Cyprus).

Dr. Judd is the author of several emergency medical texts and is involved in the field nationally and internationally through leadership roles in emergency medical services education. Connecticut named its lifetime EMS achievement award in his honor. Among Dr. Judd’s honors are: Volunteer of the Year, United Way of New Britain (2001); the Outstanding Higher Educational Professional, Neag School of Education Alumni Association, University of Connecticut (2001); Outstanding Individual Award of the Connecticut Association of Latin Americans in Higher Education (2001); Distinguished Community Service Award, New Britain Chamber of Commerce (2000); Ataturk Service Award, Turkish American Cultural Association (2000) and a recipient of the Officer’s Cross of the Order of Merit of the Federal Republic of Germany (1988). He is a former President of Kappa Delta Pi, An International Honor Society in Education. Dr. Judd has lectured at many American universities and abroad including Eastern Mediterranean University (Cyprus), Kyung Hee University (Korea), Medical Academy of Dresden (Germany), Janus Pannonius University (Hungary), Oxford University (England), and Helmut Schmidt University (Germany).

Currently he is First Vice Chair of the International Council for Middle East Studies, Vice President of Development of the Global Partnership for the International University of Iraq, on Board of Governors, The International Centre for Contemporary Middle Eastern Studies, Vice President and Director of the Central CT Association of Retarded Citizens and Chairman of its Audit Committee, Vice President of the CCARC Foundation, Secretary and Trustee of Mooreland Hill School. He is Dean of the CT EMS Instructor Training Program, National Education Faculty for the American College of Surgeons ATLS program and a consultant to Yale New Haven Health, Office of Emergency Preparedness. Among other organizations, he previously served as a member of the Education Advisory Committee of United Technologies Corporation, Chairman of the New Britain Museum of American Art, Education Committee of the American Heart Association, Chairman, Citizens Advisory Board of the CT Department of Public Safety, Board of Directors of the Hartford Chorale, President of United Community Services of New Britain, Chairman of the New Britain Police Commission, Director of the New Britain General Hospital, and Chairman of the Connecticut Emergency Medical Services Advisory Board.

Dr. Judd and his wife Nancy reside in New Britain, Connecticut.
